2019 BENEFITS & RATES: SERVICE BENEFIT PLAN

Preview the changes and updates to the Blue Cross and Blue Shield Service Benefit Plan.

Open Season for federal health insurance starts Monday, November 12, 2018 and ends Monday, December 10, 2018. Now is a great time to learn about some of the updates and changes we’re making to the Blue Cross and Blue Shield Service Benefit Plan for 2019.

Introducing FEP Blue Focus

We’re excited to offer a third plan this year with our existing Standard and Basic Option plans.

FEP Blue Focus offers low premiums and copays for everyday healthcare needs, and covers your preventive essentials. These include:

  • Two free virtual doctor’s visits through Teladoc®
  • Your first ten doctor and specialists visits for just $10 each
  • Preferred drug coverage in our formulary
  • A reward for getting your annual checkup

You’ll also get coverage for unexpected breaks, bumps and bruises you may get throughout the year. All while still getting access to the best things we have to offer, such as our large provider network and coverage overseas.

View the FEP Blue Focus rates below and use our new and improved AskBlue for Federal Employees tool after October 12th to find out if this plan is right for you.

Telehealth Services
  • We added dermatology (treatment of skin, hair and nail issues) to your telehealth benefit. To use this service, you’ll need to complete a dermatology assessment and include images of your specific problem. You can do this online or via the Teladoc® app. Once you submit your consult request, a doctor will respond to you with a diagnosis within two business days.
Preventive Care
  • We provide fully covered pathology services received as part of your preventive colon cancer screenings (colonoscopies and sigmoidoscopies).
  • We’re removing the ten-year limit for adult preventive care benefits for the Tdap vaccine.
Surgical Care
  • Acupuncture services you receive at a facility will count toward your annual visit maximum. This excludes acupuncture you receive as anesthesia.
  • We reduced the number of years you have to wait to receive bariatric surgery to treat morbid obesity. You now only need to wait one year after receiving this diagnosis.
Overseas Care
  • We’re excited to announce that we’ve partnered with GMMI, Inc. to administer our Overseas Benefit Program. GMMI is a leader in the industry with over 25 years of experience. Like us, they are committed to customer service and quality care.
Pharmacy
  • We reduced your Preferred retail pharmacy cost share for generic (Tier 1) Metformin (diabetes medicine) and Preferred brand (Tier 2) diabetic medicines, test strips and supplies.
  • We changed the Standard Option cost share for generic drugs to a flat copay ($7.50 for up to a 30-day supply).
  • We increased the Basic Option cost share for Preferred brand name drugs (Tier 2) received at a Preferred retail pharmacy.
  • We increased the cost share for Preferred brand name drugs (Tier 2) received through the Mail Service Pharmacy Program.
  • We increased the cost share of Preferred (Tier 4) and Non-preferred (Tier 5) specialty drugs received through the Specialty Drug Pharmacy Program.
  • We cover Naloxone and Narcan injectable and nasal spray in full for up to a 90-day supply combined. All Tier 1 refills thereafter are subject to the corresponding cost share. These are used to treat drug overdoses, particularly opioid overdoses.
  • We expanded the list of drugs not covered on the Standard Option approved drug list (formulary). We refer to these drugs as “excluded.”
  • We expanded the list of drugs not covered on the Basic Option approved drug list (formulary). We refer to these drugs as “Managed Not Covered Drugs.”
