2018 Benefits & Rates: Service Benefit Plan

Preview the changes and updates to the Service Benefit Plan.

Open Season for federal health insurance changes starts Monday, November 13, 2017 and ends Monday, December 11, 2017. Now is a great time to learn about some of the updates and changes we’re making to the Blue Cross and Blue Shield Service Benefit Plan for 2018.

Telehealth Services
  • Members can speak to board-certified healthcare providers via phone or online video chat. These professionals can treat minor injuries and illnesses. They can also provide counseling for substance use disorders and mental healthcare services. (In an emergency, always call 911 or go to your local emergency services immediately.)
Medicare Updates
  • As part of our Medicare benefits, Basic Option members with Medicare Part A and B can receive up to a $600 Medicare reimbursement account. You must use the account to pay your Medicare Part B premium.
Wellness Incentive Updates
  • You must be the contract holder or a covered spouse to earn rewards with the Blue Health Assessment, Online Health Coach, Diabetes Management Incentive Program, Pregnancy Care Incentive Program, Hypertension Management Program and Tobacco Cessation Incentive Program.
  • Pregnant members do not have to register for My Pregnancy Assistant to earn rewards through the Pregnancy Care Incentive Program.
Preventive Care Updates
  • You can receive generic cholesterol-lowering drugs (known as statins), regardless of age.
  • Members ages 50 to 59 can receive aspirin to prevent heart disease and colon cancer.
  • We provide benefits for latent tuberculosis infection screenings for members 18 and over.
  • We expanded benefits for colon cancer screenings to include DNA analysis of stool samples.
Provider/Facility Care Updates
  • We provide benefits for Skilled Nursing Facility (SNF) care for all Standard Option members—not just Standard Option members with Medicare Part A primary.
  • We cover vasectomies in full as part of our family planning benefits.
  • We limit our coverage of blood and stem cell transplants to the treatment of specific diseases.
Overseas Care Updates
  • Through our overseas benefits, we will cover inpatient care at overseas Department of Defense (DoD) facilities in full.
  • You must receive precertification (approval) for residential treatment center and SNF admissions.
Pharmacy Updates
  • We cover medical foods you receive by mouth. You must purchase the food using the Retail or Mail Service Pharmacy and receive prior approval.
  • We reduced your out-of-pocket cost for generic and Preferred brand name asthma drugs. We also reduced your out-of-pocket cost for generic drugs used to lower high blood pressure.
  • We’ve expanded the Basic Option “Managed Not Covered” list to include additional non-covered drugs.
  • If you buy a brand name drug instead of an available generic, you’ll pay more out-of-pocket. You’ll pay the brand name cost share plus the difference between the cost of the brand name and the generic drug. However, if your provider tells us you can only take the brand name drug, you will not have to pay the difference between the cost of the two drugs.
  • We increased the out-of-pocket cost for Non-preferred brand name drugs (Tier 3) for both the Retail and Mail Service Pharmacies.
  • We removed the age limit on drugs to treat gender dysphoria.
  • The Specialty Drug Pharmacy Program will be administered by AllianceRx Walgreens Prime. Your specialty drug out-of-pocket costs will stay the same. CVS Caremark will continue to administer the Retail and Mail Service Pharmacies.
